Requires every social services district to offer and provide housing subsidies to victims of domestic violence.

Subsidies equal 70 percent of the rental cost or the median housing rental cost for the county, whichever is lower, limited to one year of rental payments.

Eligible victims must have household income under $12,000, accessible cash resources under $1,000, and be certified by the local social services district.

Victims may be certified based on criminal conviction of assailant, order of protection, police report of physical violence, shelter counselor or rape crisis center determination of serious physical danger, or reasonable fear of serious physical retaliation.

Monthly review and authorization of continued need required by social services officials, with the commissioner of children and family services to issue implementing regulations.
