Establishes a New York State community solar pilot program overseen by the Public Service Commission with authorization for solar installation construction.

Allows consumers to subscribe to the program with a one-time payment of no less than $500 per subscription, receiving quarterly dividend payments based on energy generated by their subscription level.

Requires all energy generated to be sold back to investor-owned utilities at retail rates rather than avoided-cost rates.

Retains state ownership of the solar installation and all renewable energy credits, with a maximum installation size of 2,000 kilowatts.

Dedicates one percent of all subscriber payments to fund the capital investment of the original installation and subsequently fund new solar installations.
