Establishes the New York State Autism Council within the executive department, composed of 16 members including representatives from state agencies (Health, Education, Office for People with Developmental Disabilities, Financial Services, Children and Family Services), advocacy organizations, and appointees from the governor and legislature.

Appointed council members serve three-year terms, with initial appointments staggered so some members serve one or two years to ensure continuity.

Council responsibilities include approving autism awareness programs, educating families about program and service enhancements, establishing mechanisms for sharing biomedical research information among researchers and clinicians, and providing an annual report to the governor with recommendations.

Amends the state finance law to allow Autism Services Fund monies to be expended for program and service enhancements, autism awareness projects, and autism research projects (limited to 10% of fund annually), all requiring approval by the New York State Autism Council.

Takes effect 180 days after enactment, with authorization for necessary regulatory changes to be completed by the effective date.
