Authorizes the Empire State Development Corporation to enter into agreements for administering and reporting funds repaid, received, expended or collected for multiple revolving loan programs consistent with the small business revolving loan fund provisions.

Requires lending organizations to submit annual reports to the corporation detailing the number of program loans made, funding used, loan proceeds use, jobs created or retained, economic development generated, and outstanding loan status including fund balance.

Mandates the corporation publish all required annual reports on its website beginning January 1, 2018.

Applies new administration and reporting requirements to the regional revolving loan program, various business assistance programs under sections 16-c and 16-d, and the economic development revolving loan program under section 16-t.

Preserves existing terms and conditions for all loans and obligations executed prior to the effective date of these amendments.
