Amends the Executive Law to permit private employers to voluntarily adopt a veterans' preference employment policy for hiring, promotion, and retention decisions.

Defines "veteran" as someone who served on active duty in U.S. military branches or reserves and was discharged with other than a dishonorable discharge, or was discharged due to service-connected disability, or served under active duty orders (excluding training).

Requires any veterans' preference policy adopted by private employers to be in writing and applied uniformly across all employment decisions regarding hiring, promotion, and workforce retention.

Defines "private employer" as corporations, partnerships, limited liability companies, not-for-profit corporations, and other private entities with employees, excluding government entities and school districts.

Takes effect 180 days after becoming law.
