Amends Mental Hygiene Law Section 41.13 to require local governmental units to create, direct, and supervise a single point of access system for mental health and developmental disability services.

Single point of access systems may be operated individually by one local unit or collectively with multiple local governmental units, and separate systems may be established for targeted populations based on age, disability, veteran status, or specific service needs.

Authorizes single point of access systems to receive referrals of high-need persons with mental disabilities as defined by the commissioner, regardless of age, ability to pay, or health insurance status.

Requires cooperation from providers of care coordination, housing, health care, and managed care to determine appropriate service levels and delivery for designated high-need persons.

Takes effect immediately upon enactment.
