Designates the national honor and remember flag as the official honor and remember flag for New York State to commemorate armed forces members who died in the line of duty.

Requires the commissioner of general services to procure and distribute honor and remember flags within 30 days of the law's effective date.

Amends the public buildings law to mandate display of the U.S. flag, state flag, and the honor and remember flag on the capitol building during legislative sessions and public occasions.

Takes effect 30 days after becoming law.
