Amends Public Service Law Section 66-j to extend net energy metering eligibility to waste-fueled electric generating equipment at municipal landfills and publicly owned treatment works.

Defines "landfill" as a solid waste disposal facility owned or operated by a municipal government or public-private partnership under General Municipal Law Section 120-w.

Defines "publicly owned treatment works" as sewage treatment facilities owned or operated by a municipal government or public-private partnership under General Municipal Law Section 120.

Establishes criteria for "waste fueled electric generating equipment" that converts biogas from anaerobic digestion into electricity, requiring minimum 90 percent annual fuel sourcing from municipal solid waste, sludge, wastewater, domestic sewage, and agricultural waste.

Takes effect immediately upon enactment.
