Requires the commissioner or supervising agency to develop a written procedure for how limited-profit housing companies process applications, number them, and select tenants, with companies permitted to adopt additional procedures if not inconsistent with these standards.

Mandates that rejected applicants receive written notification within 60 days explaining reasons for rejection and detailing the appeal process available to them.

Requires development of a publicly available electronic automated system for limited-profit housing companies to store, process, and maintain applications and waiting lists with protections for personally identifiable information.

Specifies that the electronic system must display general company information including name, address, management office, number and size of units, and waiting list status including whether applications are currently being accepted and estimated wait times.

Takes effect 60 days after becoming law.
