Authorizes the Governor to present a military decoration called the "Campaign Medal for Service" to eligible service members who served on active duty in Iraq.

Eligibility requires the recipient to be a current New York citizen or have been a New York citizen while serving in the U.S. Armed Forces (Army, Air Force, Navy, Marine Corps, or Coast Guard).

Limits issuance to one campaign medal per person and requires all subsequent service to have been honorable for the medal to be awarded or presented.

Allows the Chief of Staff of the State to authorize additional ribbons for successive medals, with color and design selected by the Division of Military Affairs.

Permits presentation of the medal to a designated representative of the deceased if the service member dies during or after receiving the decoration.
