Amends Social Services Law Section 22 to permit social services districts to submit evidentiary packages for fair hearings in electronic format only.

Requires the state department to provide means facilitating districts' use of electronic evidentiary packages during fair hearing presentations.

Allows any party to a fair hearing to offer documentation in paper format regardless of the medium used for the evidentiary package.

Requires social services districts to provide paper copies of evidentiary packages to appellants upon request, either before or at the hearing.

Mandates that departments notify appellants of their right to request oral or written paper copies of the evidentiary package when scheduling fair hearings.
