Requires social services districts with insufficient funding to serve all eligible working families below 200% of state income standard to offer a 12-month work exemption to parents or relatives receiving public assistance who personally care for children under one year old.

Exemption does not apply to individuals who solely earn income through work activities or to the earned income portion of combined work activities.

Districts must notify the Office of Children and Family Services within 10 days when discontinuing or restoring funding to priority groups.

Districts must report to the commissioner data on working families denied child care assistance due to insufficient funding and the number and age of children unable to be served.

Beginning one year after enactment, the annual state report to the governor and legislature must include county-level data on funding discontinuations, affected priority groups, and families denied assistance due to lack of funds.
