Amends the cost of living adjustment (COLA) provisions for designated human services programs by changing the sunset date from March 31, 2019 to March 31, 2017 for existing COLA calculations.

Adds new subdivision establishing COLA provisions for April 1, 2017 through March 31, 2023 that uses different indices based on funding source: the Consumer Price Index for All Urban Consumers excluding energy and food for non-Medicaid funded programs, and the Consumer Price Index for medical care services for Medicaid-funded programs.

Applies the adjusted COLA calculations to establish rates of payments, contracts, and other forms of reimbursement for human services programs.

Takes effect immediately as of April 1, 2017, with the amendments to COLA provisions set to expire and be repealed on the same date as the underlying legislation.
