Amends Penal Law sections 120.16 and 120.17 to clarify that hazing in the first and second degree include making physical contact with or requiring physical activity of initiates.

Specifies that physical contact or physical activity during initiation ceremonies into any organization constitutes hazing when it creates substantial risk of physical injury.

Applies to both first-degree hazing (which causes actual injury) and second-degree hazing (which creates substantial risk of injury).

Takes effect immediately upon enactment.
