Establishes a nine-member management board for each state veterans cemetery, including the Division of Veterans Affairs director as chair, with members appointed by the governor, senate president, and assembly speaker, requiring at least five veteran members total.

Requires the director to commence construction of the first state veterans cemetery by January 1, 2019, in compliance with federal, state, and local law.
