Amends Education Law Section 4405 to allow the Commissioner of Education to develop multiple reimbursement methodologies for tuition (rather than a single methodology) in consultation with appropriate state agencies and departments.

Requires that tuition reimbursement methodologies be based upon appropriate educational standards established through the Commissioner's regulations.

Maintains the Commissioner of Social Services' responsibility for developing reimbursement methodology for maintenance costs at approved private schools and special act school districts.

Takes effect immediately upon enactment.
