Amends Social Services Law section 104-b to allow the department of social services to file liens against workers' compensation awards for reimbursement of public assistance and care benefits paid to injured employees.

Modifies Workers' Compensation Law section 33 to make workers' compensation and benefits subject to claims for public assistance repayment, requiring insurers or self-insured employers to receive notice of the reimbursement claim before the award is made.

Expands Workers' Compensation Law section 13 to include social services districts alongside insurers and health benefits plans as entities entitled to reimbursement for medical and hospital services provided to injured employees.

Requires workers' compensation carriers or employers to reimburse social services districts for medical expenses within thirty days or face increased reimbursement obligations at the rate the carrier would pay direct providers.

Takes effect January 1, 2019.
