Establishes a crisis intervention team demonstration program in cities with populations of one million or more to assist law enforcement in responding to mental health crises and substance abuse situations.

Creates a crisis intervention team training program coordinator position within the Office of Mental Health to coordinate training for law enforcement agencies and develop community partnerships with mental health and disability service providers.

Establishes a crisis intervention team training fund with up to one million dollars from the state general fund, supported by federal grants and private contributions, to pay for training and community coordination costs.

Requires law enforcement officers in participating agencies to complete a minimum of 40 hours of mandatory mental health training as part of the crisis intervention team program.

Creates an advisory committee with representatives from mental health agencies, law enforcement, consumers, and advocacy groups to oversee the program and submit annual reports to the governor and legislature; the program expires 5 years after enactment.
