Office of Children and Family Services shall examine and evaluate child day care availability, with particular focus on impact for women in poverty and working families seeking to enter the labor force

Study shall include: inventory of day care for working families, geographic identification of shortage areas with demand projections, statewide comparison of demand versus supply over five years, and assessment of costs to parents by region

Analysis shall address nontraditional child care needs for parents working night shifts, swing shifts, or requiring early drop-off and late pick-up services

Commissioner must submit report within 12 months to governor, legislative leaders, and the public, including findings, conclusions, recommendations, and proposed legislation to implement recommendations

Act takes effect immediately and expires one year after enactment; state agencies must provide relevant information requested for the study
