Establishes a bill of rights for persons with developmental disabilities as state public policy, including rights to dignity, respect, safe living conditions, adequate nutrition, and medical/dental care.

Guarantees rights to practice religion, access therapy services, receive care in the least intrusive manner, maintain privacy, communicate freely, and own personal possessions.

Secures rights to education, vocational opportunities, participate in life decisions, select advocates, manage finances, voice grievances without reprisal, and refuse medical experimentation.

Requires the Commissioner of the Office for People with Developmental Disabilities to post the bill of rights online, translate it into multiple languages, establish a public education program, and adopt necessary regulations.

Takes effect immediately upon passage.
