Establishes a solar incentive and financing program by amending New York public service law effective immediately.

Requires the Public Service Commission to determine modifications to existing solar programs by September 1, 2018, administered by the New York State Energy Research and Development Authority.

Mandates minimum statewide annual expenditures of $150 million for solar programs from 2018 through 2027, excluding Long Island Power Authority solar-based programs.

Program must support diverse project sizes and geographic distribution across customer classes, using competitive procurements, standing offers, or production/capacity incentives as determined most cost-effective.

Applies to qualified solar photovoltaic systems installed after January 1, 2018, in electric distribution company service territories, excluding systems owned by public authorities or utilities.
