Defines "supervising agency" as the appropriate rent control or administrative agency designated to administer tax abatement for rent-controlled and rent-regulated property occupied by seniors or persons with disabilities.

Requires supervising agencies to develop and implement a plan to increase ability of applicants to obtain and complete tax abatement forms in community settings, including partnering with senior centers, community-based organizations, community boards, neighborhood preservation companies, and rural preservation corporations.

Authorizes organizations, entities, and agencies partnering with supervising agencies to provide training, accept completed forms from applicants, and forward them to the supervising agency, with forms treated as directly received from applicants.

Makes tax abatement application forms available to all partnering organizations, entities, or agencies, and requires supervising agencies to treat completed applications received through partners the same as those received directly from applicants.

Expires simultaneously with the expiration of section 467-b of the real property tax law.
