Adds new section 121-b to Public Service Law establishing a streamlined application process for reconstructing electric transmission lines to increase transfer capability within existing utility or public rights-of-way.

Requires applicants to file with the Public Service Commission and provide information including project location, reconstruction description, need statement, environmental impact studies, and ecosystem/land use/cultural resource assessments.

Mandates applicants publish notice in newspapers of general circulation in affected counties and serve applications on the Department of Environmental Conservation, Department of Economic Development, Department of State, Department of Agriculture and Markets, Department of Transportation, Office of Parks Recreation and Historic Preservation, and affected municipalities.

Establishes 30-day deadline for the commission chairman to determine application compliance, and 150-day deadline for final commission decision, with option for public hearing if substantial public interest exists.

Commission must find that the reconstruction demonstrates need, minimizes environmental impacts, conforms to applicable state and local laws (except where local requirements are unreasonably restrictive), and serves the public interest before granting approval.
