Requires applicants to submit detailed proposals including market assessments, technical value, estimated job creation, commercialization timeline, and budget with justification for why corporation funding is essential.

Mandates the corporation consult with the New York State Energy Research and Development Authority and Department of Environmental Conservation to develop evaluation criteria based on economic impact, financial commitment, technical feasibility, and likelihood of benefits within three years.
