Requires the Public Service Commission to develop recommendations for establishing microgrids in New York State, in consultation with the Division of Homeland Security and Emergency Services

Defines "microgrid" as interconnected loads and distributed energy resources within defined electrical boundaries that operate as a single controllable entity and can connect to or disconnect from the grid

Directs recommendations to address whether microgrids should be established at hospitals, first responder headquarters, emergency shelters, schools, water filtration plants, sewage treatment plants, and other critical locations

Requires recommendations to identify geographic areas where microgrid establishment should be prioritized based on severe storm damage in the two years prior to the act's effective date

Mandates the commission submit a final report with recommendations to the governor, senate temporary president, and assembly speaker within one year of the act taking effect
