The New York State Energy Research and Development Authority must complete a feasibility study within one year on improving energy efficiency in commercial office buildings through high-performance efficiency measures in tenant spaces.

The study must examine high-performance efficiency measures for lighting, plug loads, heating, cooling, cooking, laundry and other systems, including return on investment analyses and energy savings projections.

The study must evaluate processes for designing and constructing efficient spaces, measurement and verification methods to track actual energy savings, and models comparing energy use of high-performance versus standard compliant spaces.

The Authority must consult with the Public Service Commission, the bulk system operator, electric corporations, and public power authorities, and may incorporate data from the U.S. Energy Information Administration's Commercial Buildings Energy Consumption Survey.

Study results must be provided to the New York State Senate President, Senate Energy and Telecommunications Committee Chair, Assembly Speaker, and Assembly Energy Committee Chair.
