Creates standards for advanced metering infrastructure (AMI) devices requiring compliance with Federal Communications Commission radio frequency emissions standards, American National Standards Institute meter accuracy specifications, and commission-established health and safety requirements.

Grants customers the right to decline installation of two-way smart meters at no penalty, fee, or service charge, and allows removal within 365 days of installation at no cost.

Requires utilities to provide written notice at least 90 days before installing two-way smart meters on individual customer premises and at least 180 days before installing in multi-unit dwellings.

Prohibits installation of two-way smart meters in multiple dwellings, condominiums, or cooperatives if more than 30 percent of customers decline installation within 90 days of notice.

Applies requirements to electric, gas, and water-works corporations; requires utilities to maintain records of customer responses for at least three years.
