Establishes an Energy Storage Deployment Program administered by the New York State Energy Research and Development Authority and Long Island Power Authority to encourage installation of qualified energy storage systems.

Defines "qualified energy storage system" as commercially available technology that absorbs, stores, and dispatches energy while being cost-effective and assisting with renewable energy integration, emissions reduction, peak demand reduction, or grid reliability.

Requires the Public Service Commission to commence a proceeding within 90 days and establish installation targets and programs by January 1, 2018 to be achieved through 2030.

Mandates annual reports to the governor and legislature on program achievements and effectiveness, with program design considerations including avoided transmission and distribution costs, peak load minimization, and both customer-connected and grid-connected systems.

Applies Public Service Commission oversight of qualified energy storage systems to the Long Island Power Authority's service territory.
