Amends the state energy conservation construction code to reference the most recently published International Energy Conservation Code and ANSI/ASHRAE/IESNA standard 90.1 for new and rehabilitated buildings.

Requires the State Fire Prevention and Building Code Council to update the residential building energy code within 18 months of each revised International Energy Conservation Code publication, meeting or exceeding that standard or achieving equivalent energy savings.

Establishes a state energy code for residential buildings with a goal of achieving 90 percent compliance in new and renovated residential building space subject to the code.

Mandates all new residential buildings undergo a Home Energy Rating System (HERS) rating or equivalent system by a certified rater to demonstrate energy efficiency performance.

Requires new residential buildings to achieve a minimum 20 percent reduction in modeled energy consumption (HERS rating of 84 or lower), with larger single dwelling units of 6,000+ square feet required to achieve 35 percent reduction (HERS rating of 87 or lower).
