Establishes a new State Energy Office within the Executive Department, headed by a commissioner appointed by the governor with senate consent, replacing functions previously held by the New York State Energy Research and Development Authority.

Grants the commissioner broad powers to advise the governor and legislature on energy policy, promulgate rules and regulations, conduct investigations, require reports from energy industry participants, and coordinate federal energy programs (excluding research and development).

Creates an Energy Advisory Council of 13 members including the state energy commissioner, commissioners of economic development, transportation, and environmental conservation, and other designated officials to assist in developing comprehensive state energy policy.

Establishes energy efficiency standards for appliances including hot water heaters, refrigerators, dishwashers, gas appliances, air conditioners, and fluorescent lamp ballasts, effective January 1, 2019, with enforcement penalties ranging from $100 to $1,000 per violation.

Transfers all appropriations, records, contracts, and pending actions from the New York State Energy Research and Development Authority to the State Energy Office upon the bill's effective date of January 1 following enactment.
