Increases enhanced residential care benefits for eligible individuals and couples receiving assistance under the social services law, with benefits for couples set at two times the individual amount.

Establishes a tiered benefit structure with specific dollar amounts for different time periods: $1,429 (Jan 1, 2017 - Mar 31, 2018); $1,547 (Apr 1, 2018 - Mar 31, 2019); $1,667 (Apr 1, 2019 - Mar 31, 2020); $1,787 (Apr 1, 2020 - Mar 31, 2021); $1,907 (Apr 1, 2021 - Mar 31, 2022); and $2,027 (Apr 1, 2022 and thereafter).

Takes effect April 1, 2018, contingent on the prior enactment of section 2 of part P of chapter 56 of the laws of 2017.
