Amends the Elder Law to require the State Office for the Aging to include two new reports in its annual submissions to the governor and legislature

First report must cover older adults serving as primary caregivers or guardians of minors, including prevalence by age range, circumstances leading to this role, available services through the office and other state agencies, and recommendations for support

Second report must address substance use disorders among older adults, including prevalence data, available programs and services, analysis of service gaps, and recommendations for how the office can assist affected older adults

Takes effect immediately upon enactment
