Requires all banking institutions in New York to accept consulate-issued identification for foreign nationals as valid identification for all banking transactions, provided the identification has been approved by the New York State Department of Financial Services.

Applies to banks, trust companies, savings banks, savings and loan associations, licensed foreign banks, and credit unions.

Directs the Department of Financial Services to review the legitimacy of identification cards issued by foreign governments and recommend which ones should be accepted by banking institutions.

Requires the department to recommend supplemental identification requirements, legislative measures to facilitate banking access for undocumented immigrants, and measures to ensure access for those who have applied for Registered Provisional Immigrant (RPI) status while awaiting federal identification.

Requires the department to establish a timeframe for banking institutions to accept foreign-issued identification and temporary RPI application proof as valid identification for banking services.
