Eliminates system benefit charge, renewable portfolio standard surcharge, and energy efficiency portfolio standard surcharge for residential customers age 65 and older whose income qualifies them for the home energy assistance program (Part 393 of Title 18, New York Codes, Rules and Regulations)

Prohibits gas and electric corporations from recovering foregone revenues from other customers or customer classes

Requires the Public Service Commission to adopt rules and regulations for age and income verification and other implementation requirements

Takes effect 90 days after enactment, with the Public Service Commission authorized to amend rules immediately upon passage to implement the provisions
