Amends Real Property Tax Law Section 458-a to allow counties, cities, towns, villages, and school districts to adopt a local law or resolution including reserve veterans in the veteran alternative exemption.

Applies to military personnel who served in the Reserve component of the United States Armed Forces and were deemed on active duty under Executive Order 11519 (March 23, 1970), later designated as Operation Graphic Hand.

Requires eligible reserve veterans to have been discharged or released under honorable conditions and meet all other qualifications for the exemption.

Takes effect immediately and applies to assessment rolls with taxable status dates occurring on or after January 2 of the year following enactment.
