Requires the Division of Service-Disabled Veterans' Business Development to submit an annual report by December 31st to the governor, senate temporary president, assembly speaker, and chairs of the senate finance and assembly ways and means committees.

Report must include the number of contracts entered into, average contract amounts, number of certified service-disabled veteran-owned business enterprises, certification applications, denials, appeals, and average certification completion time.

Report must also detail the level of service-disabled veteran-owned business participation in each agency's contracts and describe agency efforts to promote utilization and increase participation in state contracts and subcontracts.

Report may recommend new activities and programs to further the purposes of the service-disabled veterans' business development article.

Act takes effect immediately, though amendments to the reporting requirements are deemed repealed upon any repeal of the underlying article.
