Grants free use of New York state parks to residents who served in the U.S. armed forces during wartime, as defined under Civil Service Law section 85.

Extends free park access to surviving spouses or domestic partners of military personnel killed in combat or duty subject to hostile fire or imminent danger, as defined in 37 USC § 310(a)(4).

Permits eligible veterans and survivors to use state parks under the same terms and conditions as the general public, except without payment of fees or charges.

Takes effect 120 days after becoming law, with immediate authority for the state to adopt necessary rules and regulations for implementation.
