Requires surveillance cameras with sound capability in all public common areas (living areas, dining areas, hallways, classrooms, time-out rooms) of group homes, residential and day schools, and programs licensed, certified, funded or operated by the office that serve children or adults with mental or physical disabilities.

Mandates surveillance cameras with sound capability in all public common areas of youth residential care facilities operated, licensed, certified by or subject to supervision of the office of children and family services.

Allows surveillance cameras to be placed in bedrooms of children age 13 or younger in residential facilities if requested and consented to by the child's parent or guardian, but only in single occupancy bedrooms.

Imposes a penalty of $1,000 per day for providers that fail to comply with these surveillance camera requirements.

Takes effect one year after the bill becomes law.
