Authorizes social services districts to conduct random drug testing of public assistance applicants and recipients to detect illegal drug use.

Requires a formal alcohol or substance abuse assessment by a credentialed professional if random drug testing indicates illegal drugs or if screening suggests abuse or dependency.

Exempts individuals who are exempt from work activities and allows applicants and recipients to refuse random drug testing without losing eligibility for public assistance.

Permits districts to determine the scope of random drug testing based on local substance abuse patterns, testing costs, applicant/recipient drug test history, controlled substance criminal history, and whether children under 18 reside in the household.

Takes effect 60 days after becoming law, with the Commissioner of Temporary and Disability Assistance authorized to promulgate implementing regulations.
