Replaces terminology "hearing impaired" with "deaf or hard of hearing" throughout multiple New York state laws including the Executive Law, Legislative Law, Public Service Law, Education Law, and other statutes.

Updates references in laws governing service animals (guide dogs and hearing dogs), assistive listening systems, and accessibility accommodations for deaf and hard of hearing persons.

Modifies language in telecommunications regulations requiring special equipment for deaf and hard of hearing persons, including volume control on public pay telephones and special telephone equipment provisions.

Changes terminology in education law requiring interpreter services at school meetings and activities attended by deaf or hard of hearing parents or guardians.

Takes effect immediately, with the exception that amendments to the Public Service Law section 92-a will expire and revert according to existing sunset provisions.
