Requires the commissioner of the office for people with developmental disabilities to establish a care demonstration program utilizing state workforce to provide community-based care to individuals with developmental disabilities.

Program services must include community habilitation, in-home respite, pathways to employment, supported employment (SEMP), and community prevocational services.

Office must monitor quality and effectiveness of demonstration programs and report results to the governor, temporary president of the senate, and speaker of the assembly by December 31, 2020.

Commissioner must promulgate all necessary rules and regulations to implement the program provisions.

Act takes effect immediately and expires March 31, 2021, with all required rules and regulations to be promulgated before the effective date.
