Amends Mental Hygiene Law Section 33.16 to include adult siblings in the definition of "qualified person" who may request access to clinical records of adult patients or clients.

Expands paragraph 4 of subdivision (b) to allow adult siblings, along with parents, spouses, and adult children, to inspect clinical records within ten days of written request.

Maintains existing protections allowing treating practitioners to deny access if they determine it would have a detrimental effect on the professional relationship, patient care, or family relationships.

Limits inspection of clinical records to information relevant to the reason for the request.

Takes effect immediately upon enactment.
