Amends the definition of "in need of involuntary care and treatment" to require that a person poses a real and present risk of substantial physical harm to themselves or others, in addition to existing criteria regarding essential care and impaired judgment.

Changes authority to receive and retain residents in schools from "the director of a school" to "the commissioner" for involuntary care and treatment admissions.

Requires that involuntary admission applications for persons with developmental disabilities be accompanied by certificates from two examining physicians or one examining physician and one certified psychologist.

Makes technical changes to replace gendered language with gender-neutral pronouns ("or her" and "or she") throughout the relevant provisions.
