Creates a distinctive "September eleventh, two thousand one remembrance" license plate available to New York state residents upon request for a $25 annual service charge in addition to regular registration fees.

Establishes the "September eleventh, two thousand one scholarship fund" in the state finance law to provide higher education funding for victims who lost immediate family members in the September 11, 2001 terrorist attacks in New York.

Deposits annual service charges up to $6,000 to the Department of Motor Vehicles distinctive plate development fund; charges exceeding $6,000 go to the scholarship fund.

Requires a $6,000 surety bond for plate production unless at least 200 orders are received with applicable fees prior to design and production.

Takes effect 180 days after becoming law.
