Expands the definition of "veteran" to include service in the U.S. armed forces reserves, Army National Guard, Air National Guard, New York Guard, and New York naval militia, not just active military service during wartime.

Changes the discharge requirement from "dishonorable discharge" to release "under honorable conditions" for all veteran definitions across multiple sections of executive law.

Removes residency requirement that previously limited veteran status to state residents.

Adds a new definition of "armed forces" to mean the army, navy, air force, marine corps, and coast guard as described in 10 U.S.C. § 101(a)(4) across multiple sections of law.

Expands local veterans' service agencies' duties to include referrals to state agencies for employment, healthcare, housing, veterans' benefits, and other support services.
