Requires all state and voluntary agency vehicles certified, licensed, funded or operated by the office that transport minors or adults with mental or physical disabilities to be equipped with surveillance cameras with sound capability.

Mandates surveillance cameras with sound capability on all vehicles at facilities providing residential care to minors that are used for transportation.

Requires school and private transport company vehicles that transport minors or adults with mental disabilities to be equipped with surveillance cameras with sound capabilities.

Imposes a fine of $1,000 per day of noncompliance on any provider that fails to implement the surveillance camera requirements.

Takes effect 180 days after becoming law.
