Allows dependents of military service members to retain eligibility for developmental disability services through the Office for People with Developmental Disabilities (OPWDD) even if they leave New York due to the service member's military assignment outside the state, provided they remain legal residents.

Requires OPWDD to determine eligibility, notify dependents of determinations, and provide an appeals process when dependents return to the state and request services.

Mandates that dependents inform OPWDD of their current address and provide updates as requested to maintain continued eligibility for services.

Restricts payment for home and community based services to those provided only within New York State.

Defines "dependent" consistent with federal tax code for purposes of this eligibility provision.
