Adds new section 138-b to State Finance Law establishing procedures for contractors to claim additional costs from public entities due to project delays caused by the public entity's actions or omissions.

Defines compensable delays as: failure to coordinate work, extended delays in reviewing orders or shop drawings, unavailability of site, or stop work orders exceeding 30 days.

Requires all public entity contracts to include a clause allowing contractors, subcontractors, and materialmen to claim additional costs for qualifying delays.

Mandates contractors provide written notice of anticipated claims within 15 days of discovering the delay and maintain detailed cost records; failure to do so constitutes waiver of the claim.

Takes effect 180 days after enactment and applies to all contracts entered into on or after the effective date.
