Establishes a veterans' housing program within the Division of Veterans' Affairs to provide housing placement to homeless veterans in New York State who request assistance.

Requires the division to provide immediate housing to every homeless veteran requesting assistance, without conditions based on sobriety, income requirements, criminal record, or other unnecessary criteria.

Defines three housing types: bridge housing (temporary, maximum 90 days), service-intensive transitional housing (with case management and job training), and permanent housing as the primary goal.

Mandates the division coordinate with the Division of Housing and Community Renewal, Office for Temporary Disability Assistance, Office of Mental Health, and Office of Alcoholism and Substance Abuse Services to implement housing services.

Applies Housing First principles established by the U.S. Department of Housing and Urban Development, prioritizing permanent housing placement for homeless veterans at the first available opportunity.
