Requires state agencies to enroll in and use the state comptroller's online system for compiling vendor responsibility information when assessing bidders and contractors on state procurement contracts.

Redefines "information technology" for procurement purposes to include hardware, software, firmware, networks, infrastructure, and all related equipment used for data collection, storage, transmission, and management.

Authorizes the commissioner of general services and state agencies to develop alternative procurement methods for non-construction commodities, services, and information technology when in the state's best interest, subject to comptroller approval and reporting requirements.

Establishes a "competitive negotiation" procurement process allowing state agencies to conduct negotiations with multiple qualifying offerers and solicit best and final price proposals before awarding contracts on a best value basis.

Clarifies that state agencies may use contracts let by other governmental entities (federal, state, or local) provided they document their rationale and confirm the contract price is reasonable and competitive.
